Nilai komposit yang menggambarkan tingkat risiko bencana suatu daerah (provinsi/kabupaten/kota) yang dihasilkan dari kombinasi antara ancaman (hazard), kerentanan (vulnerability), dan kapasitas (capacity). --- Rumus = Indeks Ancaman dikali Indeks Kerentanan di bagian Indeks Kapasitas --- Satuan Skor.
